D.Apartsev To Become Director General of Absorption Ministry

IzRus, a most well-informed and authoritative websites of Israel, publishes an article saying that Dmitry Apartsev, recently a head of Sokhnut in Dnepropetrovsk, will officially be nominated director general of the ministry of absorption of Israel before the end of the month.
It's the second position in the ministry dealing mostly with new Israeli citizens; above it is only the minister itself, a recently appointed Sofa Landover, also from Russian speaking Israelis. However, the official website of the Israeli Bureau on ties with Russian speaking Jewry "Nativ" "Israel for You" believes that executive power in the ministry is concentrated in the hands of its director general –
"The ministry is headed by the minister who decides the ministry policy and priorities. But executive power is concentrated in the hands of director general who implements the policy into real life. It can be said the minister decides what to do and director - how to do it. At the director's disposal there are the central staff and district departments."
Dmitry Apartsev will be directly in charge of all departments, divisions and administrations, among them Labor and employment, Housing construction, Absorption in science, Integration into society, Students' department, Business initiative support, Giyur department, Israelis absorption and Ethiopians absorption.
So we can say that for the first time the complicated and sometimes painful and even tragic process of dozens of thousands of people introduction into the Middle East society will be controlled by people who've been there already and know the process from their personal experience.
IzRus gives abstracts from previous job records of Dmitry Apartsev. According to his Sokhnut record, he "has approved experience of managing major groups of employees, making up and controlling budgets… Has organization skills and strategic thinking. Also has theoretical knowledge and practical experience in implementation of public and education projects in cooperation with government structures of Israel... Acts wisely in critical situations, highly teachable".
Head of Sokhnut in CIS Alex Kats wrote, "In his position he used the representative office with a major group of employees, independent financial system, maintained wide connections with authorities, Jewish communities, philanthropists for fund raising... Dima is valuable for any director and organization".
And here's the opinion of deputy director and head of Sokhnut envoys' center Bami Richter, "Dima Apartsev won respect and recognition of the Dnepropetrovsk community and represents Sokhnut on a high level... He wisely tackles crises... Dima is a good boss, his employees only speak of him positively".

Speaking of Dmitry's merits in the revival of Jewish life and strengthening ties between Diaspora and Israel Chief Rabbi Shmuel Kaminezki said, "Dmitry is a model of correct attitude to one's words. He's always responsible for what he says and always does more than he promises".
Accepting such an important and crucial position at such difficult time which badly affected Israel is a deed of valor, but we can be sure that Dmitry Apartsev together with the new minister of absorption Sofa Landover will do their best to help those who decided to do aliah and become the new citizen of the State of Israel.
